Tubes (pipes) can be easily laid anywhere, on any surface soft or hard, over land or under water, lying on the surface or raised on stilts. Little site preparation is needed, contrasted with laying tracks for trams or trains, which is costly, disruptive and time-consuming, as demonstrated in the following photo of track-laying in Dublin:
